It's a Kamenstein Perfect Tear, and I found mine at Ross. I liked it so much, I got one for my house too, but it's hit or miss with Ross, not always in stock.

We also use a homemade weight with it, because the wind can cause towels to unravel, (even though the roller itself won't turn from the wind.)
