While asking this forum for help I also contacted Time Warner. As you suggested it appears to be a "server authentication" issue. Here is the TW response and perhaps this will help you and perhaps others.
Thank you for contacting Time Warner Cable Road Runner technical E-mail support. As per your Email, I understand that you want to access email via Outlook Express when travelling. I can understand how important it is to access emails, I will certainly help you with the information about the settings required.
You can access emails via Web Mail anywhere using the link:
http://webmail.roadrunner.com
Open the link, enter the Road Runner email address and password and you are signed in.
If you want to access Outlook Express away from home, please note the settings.
Username has to be complete Road Runner email address.
Check the option, "My Outgoing server requires authentication" ( Uncheck it when you are home)
Outgoing port is 587 instead of 25
Check if you have selected, Leave a copy on the server" in Outlook under Advanced tab
1. Click the Tools menu and select Accounts.
2. Click the Mail tab.
3. Select your e-mail account and click the Properties button.
4. Click the Servers tab.
5. In the Outgoing Mail Server section, check the box for" My server requires authentication"
Incoming mail is pop-server.roadrunner.com
Outgoing mail is smtp-server.roadrunner.com
Account name is complete Road Runner email address
6. Click the Settings button.
Select 'Use same settings as my incoming mail server'.
7. Under Advanced tab, select, Leave a copy on the server"
Outgoingn port is 587 and INcoming is 110
